Dragon's accredited Diploma of Management (Local Government Manager Program) has been created to reflect the evolution from administration to management and leadership within local government administration. With State Governments now demanding a more strategic approach to local government management than ever before, and a range of other stakeholders from Council staff to community groups also seeking the highest possible standards in service delivery, local government supervisors, coordinators and managers can gain an outstanding qualification using award-winning materials, learner support, and engaging trainers.
In 2005, the Local Government Association of South Australia created a Local Government Executive Leadership Competency Framework. The following competencies were viewed as central to the framework: creates vision and gives direction; develops people; manages resources and risk; promotes and achieves quality outcomes; understands relationships; and manages and develops self.
The program is created and delivered by Dr David Poole, CEO and Founder of Dragon College, formerly an elected Councillor at the largest Council in NSW between between 1996 and 2004, a lecturer and facilitator around the world, CEO of the Urban Development Institute of Australia (UDIA) and holder of three advanced degrees in public administration and management. Dragon's Local Government Manager Program focuses on the competencies outlined above. For new managers and supervisors, it provides a game plan for their continuous growth and development toward more-senior roles. For more experienced and senior managers, it further develops and refines these critical competencies.
While still only in its second year of operation, Dragon College already has individuals and groups of learners at Campbelltown City Council (NSW), Wyong Shire Council (NSW), Kogarah City Council (NSW), Muswellbrook Shire Council (NSW), the City of Stirling (WA), and Chapman Valley Shire Council (WA).
Learners may be eligible for government funding which will cover their training fees. Non-funded learners may also be eligible to enrol alongside their funded cousins at a modest cost.
The program is also available in two delivery modes. Each unit is self-contained so the program can be undertaken via supported distance learning or via workplace-based learning groups for which Dr David Poole will provide learning seminars and facilitation.
